What kind of bird is this (white body, dark brown wings)?

It’s a larger bird that dives straight into water to catch fish. It was in the Willamette Valley in Oregon.
So, how do I tell the difference between an osprey and a falcon? They both look like hawks to me.

An Osprey is the only member of its Genus: Pandion. It is a fish eating raptor. It is a bird of prey but it is not a falcon. Falcons are for the most, raptors of the genus Falco, that are primarily defined by their wing shape, from the latin falx meaning “sickle”. Aplomado falcons are not found in your area and they are not fish eaters. They eat small terrestrial animals like songbirds, snakes, rodents, and insects.
