Little Little

Help figuring out name of 80s cartoon movie with a little elf prince?
It has I think a little elf who’s family is ugly and loves everything bad. But the little elf wants to be good and he befriends some humans who help him out. Originally I thought it was the little elf or little prince but those aren’t it. Does anyone know? Also this is not A troll in Central Park.
It sounds like it might be “The Little Troll Prince”. It was a tv movie that aired in the late 80′s.
