Can someone explain this photo by Martin Parr for me?!?

its on this site….i dont know weather the snooty man is giving a rude look towards the black man or he is just bord with having to attend the royal commonwealth society ‘function for a summer evening’…or maybe there is another answer
it is from his series ‘the cost of living’
The expressions on everyone’s face tells the story. The white guy looks like he’s unhappy about the black guy being there. The difference in how they are dressed says a lot too, the white guy is all dressed up nice in a suit and the black guy is just in a shirt. The lighting might or might not be deliberate, putting the black guy literally ‘in a bad light’ to make him look even more out of place. Or it could be just the way the picture was digitized for the Internet.
Anyway that’s the impression I get. It might be something completely different. It might be that it was a party for some black organization like NAACP or UNCF, and it’s the well-dressed white guy who feels out of place.
