Did John Quincy Adams do anything important as a Commander in Chief during his presidency?

Or had there been nothing regarding war during that time?

There was no war going on during John Quincy Adams’ term as President, March 4, 1825 – March 3, 1829.

I’ll give you a brief overview of his presidency:
Adams was the first president both to endorse wholeheartedly federally sponsored internal improvements and to harbor no constitutional qualms about their implementation. He went on to propose the construction of a network of roads and canals, a national university and an astronomical observatory, the latter to be manned by a full-time astronomer. The program was too ambitious for Congress, however. Adams obtained only the westward extension of the Cumberland Road into Ohio and the construction of the Chesapeake and Ohio Canal. At the canal’s ground-breaking ceremony on the Fourth of July, 1828, President Adams proudly turned over the first shovelful of earth.
President Adams supported US participation in the Panama Congress, convened by South American patriot Simon Bolivar to foster Pan-American cooperation. Southermn congressmen, who feared that the meeting might be used as a forum to condemn slavery, combined with Adams’ political opponents to delay confirmation of the US delegates long enough to make it impossible for them to reach Panama in time to attend the congress.
President Adams proposed a high tariff on imported manufactured goods to protect doimestic industry, then centered in New England. According to many historians, the supporters of Andrew Jackson, who opposed the tariff, sought to kill the measure by amending it to include a stiff tariff on the imported raw materials used to manufacture products in New England. Adams opponents hoped by this to create a tariff package so odious to North and South alike that it would be defeated. Instead, New England legislators voted in favor of the bill despite its flaws, and the Tariff of 1828, or the tariff of Abominations, as it was quickly dubbed, became law. Although its steep rates were soon rolled back, the tariff act was significant as it prompted Vice-President John C. Calhoun to draft the South Carolina Exposition condemning the tariff as ‘unconstitutional, oppressive and unjust’ and claiming the right of a state to nullify such federal laws.
